His beloved citizens did rise up right after the war. He used the helicopters we let him keep to slaughter them. We didn't stop him because we wanted a coup, not a revolution. Actually having the people in charge rather than a friendly puppet wasn't in the cards, and we can always use a bogeyman. -- mike
