If you have I/O problem, is it ISA card? For PCI, IO is not
necessary.
BTW, what is actually your dhcpd.conf file? Post it for a check.

[redhat 6.2 uses rtl8139 but version 7.0+ uses 8139too]

You have to change the last line above to 50, not 400. It should work
