First of all you need to 'disable' PNP-feature of 3c509 (it is ISA
card, right?). To do it, please use DOS-based program from 3Com (usually
it shipped together with your NIC: 3c5x9cfg.exe).
Because of ISA card cannot be automatically detected by the kernel, then

It sounds like your workstation is so old, it doesn't have
a PCI bus.
The way to handle this is to specify the NIC in the dhcpd.conf
file.
