Be sure that your tftp server is using /tftpboot as its root (usually
the -s option).
For example, in Debian /var/lib/tftpboot is the default so unless you
"tweak" the default the client will never find /tftpboot/lts/*

I ran into this with a Dell Optiplex GXa 100 on a new system. We took it
back to a known-working LTSP system and it didn't work their either. We
figured the PXE firmware was just broken.
We could see the terminal hit the tftp server, but it claimed it couldn't
