As for you I had some kind of problem setting up the new 2.09pre4.
First, if I use dhcp to get client IP, then I had to add /tftpboot/lts
to the /etc/exports and then to make my etherboot floppy with NFS proto
enable instead of tftp...

I'd say your dhcp is fine. This looks like a tftp problem.
Is there anything in the /var/log/messages or /var/log/secure files that
give
a clue?
Also, do this:
netstat -an | grep ":69 "
to see if anything is listening on port 69.
