It is failing on the tftp of the kernel, long before it attempts
to mount the root fs via NFS.

I've not tried the dhcp-relay thing, but I have something
you can try.
By default, the workstation will attempt to contact
the same machine that handed out the dhcp info. In this
case, the workstation may be confused about where the
dhcp info really came from.
Try adding a 'next-serve
You'll also need to motify your exports file to include the other subnets
