IceWM does seem like a nice desktop, and configuration is relatively
straightforward.

the thing is that most users are so familiar with Windows. So
far from their feedbacks they think KDE is as close as to Windows and
they like it..But KDE use lots of resourcesGuess we have to deal
with it..
We have to educate them that Windows is not everything...:)

My choice is xfce. It is really fast and very easy to configure. In my
opinion kde is too slow. another advantage is the cde like style. every user
can configure his easy to use envirement.

A lot of it depends on the environment its going to be used in. give ICEwm a
look if you haven't already. I have looked at XFCE but I assume they are
similar. KDE and GNOME are going to be the better looking more Windows
feeling of any WM you find if you looking for a truly slim WM I don't think
