Try this
Make sure that you have tftpboot not
tftboot (it should have a p)
If that doesn't you need to drop the
leading tftpboot in your dhcp.conf because by default tftp is looking in the
tftpboot dir so when you tell it /tftpboot/lts/kernel.name it is looking in
/tftpboot/tftpboo

If you want help, please show us EXACTLY what you have
in the 'filename' field of the dhcpd.conf file.
Also, show us the /etc/xinetd.d/tftp file.
