The users are not that computer literate, so ftp etc is not really suited for
them. A central server would be good option but with users dispersed all over
the island, a web based server is the only option & that again would be too

you might want to setup your own webmail hosting service.
Even if all you have is a dynamic IP, there are dynamic DNS providers that
will host your domain.
I used to run a Postfix/IMAP on a server running squirrelmail
(http://www.squirrelmail.org/index.php) for web interface. I also tried

Perhaps your group should investigate other modes of file transfers such
as scp, sftp, and centralized data servers.

To clarify, that is the default mail message size.
