I experienced the problem as well, but it only happened on the two
systems I installed from a live CD (in one case), and a live USB in the
other.
My several upgrades from 12.10 didn't didn't encounter the problem
(well, at least this system didn't - I'll check the others).

As promised, I did a check on 4 different installations and here is what I
found out:
Test 1:
Lubuntu 13.04 i386 Desktop - CUPS is OFF hence sudo start cups -

Lubuntu 13.04 i386 Alternate - CUPS is ON so no need to do anything here -

As one of the 'best' ways to install malware is via the browser, simply add
a stable ppa for updates to it. the kernel updates and other core functions
will continue to be released until the EoL.
