Hmm, I tried this with real apps (gimp, chromium, pinta) in a real Lubuntu
13.10 32bit install and I could not reproduce it. The offending apps that could
not allocate memory were killed.
I started with this:
$ free -h total used free sharedbuffers
cachedMem
I am starting nm-applet without sudo from
~/.config/lxsession/Lubuntu/autstart however, it asks no more for a
password when I modify network settings.

About the Chromium bug, in previous versions of Lubuntu the keyboard
input method has never been ibus by default. I just went to [Preferences
/ Language Support] menu and changed Keyboard input method system from
ibus to none. This was the default method in previous Lubuntu versions.

just upgraded to Lubuntu 17.10 and found I was affected by

As a workaround I added to
~/.config/lxsession/Lubuntu/autostart
This line:
@/usr/lib/policykit-1-gnome/polkit-gnome-authentication-agent-1

LXSession expects to run lxpolkit, which is not
installed. Running the executable of
/etc/xdg/autostart/polkit-gnome-authentication-agent-1.desktop manually
on startup as shown in my first email worked for me.
