I seem to be hitting a known Lustre client issue, as I found several bug
reports similar to:

Running the proposed temporary solution on test clients lctl set_param
ldlm.namespaces.*.lru_size=1 appears to fix this
We're exploring an idea where we keep soft quotas enabled so that users
will be notified they're nearing their hard quotas (via in-house
scripts), but users don't like that the soft quota becomes a hard block
