Listed in the errata dated October 2016 for F76x. TCP seems to be working
reliably on the 746. I'm just using the driver from Cube on a Nucleo board.
I need to review the cache configuration.

Which part? The cache theory seems a good bet but the STM32F767 was
recently found to have a bug in the EMAC. We switched to an F746.
