My idea is this: Allow non-previously entered labels to be used
as references. This is a quick-fix for allowing those (like me)

I'd like to propose a (relatively small?) modification to citation referencing
in LyX. The citation dialog is designed to input only one citation reference at
a time. Ie, choosing a new reference from the drop down list of all
references in the citation dialog will overwrite the current reference.
