down for 5s. Observe how LyX keeps scrolling for two more seconds
after releasing the mouse. This makes holding down the
scrollbar

The problem is that the scrolling algorithm is based on heuristics.
I have a patch for use LFUN_PAGE_UP/DOWN and LFUN_CURSOR_UP/DOWN that
will solve the problem.
I works quite well except from one problem: sometimes, the cursor
selection state is not restored correctly.
