The argument "Short Title" seems to have the same shortcut as "List /
TOC", so we get a warning to that effect when e.g. in a section heading
and opening the Insert menu.
I don't know if we need to do anything about that or not, but it always
seems to go to the List, since that's a menu.

I propose the attached changes to the View menu for 2.4. The big
advantage, to my mind, is much more sensible shortcuts. The downside
would be that we make such a change, of course, but I think it would be
worth it. I've also re-organized the menu to put what I would expect to
be more often used
