since LyX is being available in Win environment, it start to make sense to
support some MS-specific encodings.
All I am trying to achieve is acceptance of all windows characters by the lyx
window and exporting them unchanged into latex with an appropriate
\usepackage[]{encoding} opt

I have compiled the 1.4.0cvs (QT) for testing. It compiles flawlessly on
up-to-date Gentoo.
I am especially interested in the change-tracking feature. It is great that
LyX will support this. When it is in place, my colleagues have promised to
