You can put it in a bind file. Steps to implement:
1. If necessary, check Tools > Preferences > Editing > Shortcuts > Bind
file

Thanks to the excellent manual & online stuff I found (including earlier posts
here) I managed to create a custom inset w/a menu shortcut.
The one thing I don’t like is that I had to make the menu shortcut in the menu.
Is there a way to specify this in the layout file?
