I have a letter template in /usr/share/lyx/templates/ that lyx tells me
cannot be opened. This was created from a regular lyx document that I saved
in the template directory. I must have missed a step or three along the way
and my web search for 'create lyx template' finds many references to .sty

I don't think there is anything more to it than just parking a .lyx file
in a template directory. For home brewed templates, I would recommend
~/.lyx/templates, since /usr/share/lyx/templates will get waxed the next
time you upgrade LyX.
