hen run texhash.
You do *not* need to include the path to the bst file. nor do you need to use the .bst
extension.
The important thing is that texhash finds the files.

Well, I figured it out.
I had to place the appropriate layout file in ~/.lyx/layout
I _had_ placed it in /usr/local/share/lyx/layout
which is where it was before. For some reason it doesn't
work to add new files there, I guess. Wonder why?

Should I just create a symbolic link from that library pointing to the
newer version? Or is that going to give me problems.
