The 'Layout->Document->Language' has no effect to
change the automatic names at my Lyx. Maybe the
problem is at my application. I'm using Windows Lyx.

On Lyx1.3.6 you simply need to go to Layout->Document->Language
I dont have Edit->Text style either. Really it works if you do above..

Do you have correct install of babel package of LaTeX? At View -> LaTeX Log,
you should find lines such as
