It's an IEEE conference. You should use the IEEE article class (which is supported in lyx ;-) Yes it's IEEE but unfortunately they don't use the IEEE publication format.. I checked the list of IEEE conferences that use the IEEE format and there are just two as per

Thanks Steve and Dekel.. unfortunately this conference (IEEE/SEMI Advanced Semiconductor Manufacturing Conference) isn't LaTeXy yet.. so they don't have a style file.. I think I will have one ready though by the time I submit my paper.. :-) I checked out titlesec and sectsty.. ended up using both
