You presume wrong so far as bluetooth keyboards are concerned. You can
use VoiceOver or a bluetooth keyboard but not both at the same time and
usually when you open an edit field the bluetooth keyboard pairing wins.
The 4s will be at end of life when ios10 comes out.

Not true, on any point. 4s will probably not be able to run IOS9, but should
mot be upgraded to IOS8, as it is sluggish, at best
Bt keyboard must have quick nav off in order to write in an edit field.
Battery life seems to improve with each iteration of the phone
