it would seem that, although the irritating rapid tempo clicks have gone, you 
still don't appear to be able to enter a manual IP address into AppleTV under 
Settings>General>Network>Configure TCPIP. This, to us at least is a huge huge 
problem since by default our networks do not use DHCP not any kind, nor do we 
use NaT on our networks.

Effectively this renders our AppleTV a brick! I've also not fallen into the 
trap that a lot of people do fall into post-update, that of not bothering to 
perform a cold reset. I have always been told that a cold reset/reboot is 
essential following a firmware update of this nature.

What I would say, however, is that for us, VoiceOver did not become disabled 
post-update.
