It will save properly once you have a monitor connected. It is a known issue
with the Mac Mini.

Is there any chance that you are using your Mac Mini without a monitor plugged
in? I think I have heard of this problem when people try to use the Mac Mini
with no monitor.

for some bizarre reason, I check the box in system preferences to use f1 f2 etc
as standard function keys. However when I shut the computer down and turn it
back on again, I find this box is unchecked. Does anyone know how to make the
computer save this setting or why it is doing this?
