Keyboard Settings Not Saving

Hellow, for some bizarre reason, I check the box in system preferences to use f1 f2 etc as standard function keys. However when I shut the computer down and turn it back on again, I find this box is unchecked. Does anyone know how to make the computer save this setting or why it is doing this?
