Yes, you can using 2 free apps set the VO keys to be accessed via the caps lock
keys. Things to note how ever, a plus, you can use vo or caps lock. minus, you
lose the caps lock key for "Caps Lock" by doing this. I think, think meaning

Hey, does the keyboard commander apply for holding the mouse down and up on
objects? Have had my Mac for a while and still haven't been able to Figure that
one out. And what keys can the voiceover keys be reassigned to? It would be
cool if you could do that with the caps lock key.

I can't help you with the visual aspect of Mac OS x, but for the VO commands,
although you can't change them, you can assign any of them to one or more of
the commanders. You can also assign a different key to serve as the VO key,
thereby liberating the Control and Option keys on
