I think it was just one of those occasions where the App Store was being
temperamental. I tried it this morning and it worked fine.

Yes, I knew about that but the point is you cannot "lock" those options down.
For instance, a student could simply go into the restrictions area and undo
what I did.

app. This ought to do what you are looking for, or at least some of it. It was
designed for parental controls, and includes such options as disabling the
store, etc.
