many thanks to all respondents: expat 1.95.1 installed without a hitch using
simply:
% ./configure
% make
% sudo make install
I installed XML::Parser 2.30 by adding in the explicit paths, as suggested
by Nathaniel:
% perl Makefile.PL EXPATLIBPATH=/usr/local/lib/ \
EXPATINCPATH=

i could install it on the same environment.
i think it was necessary to give the exact path for
expat.h and libexpat.a into the compilation/configuration.
see the readme file that comes with expat and XML::Parser
hope this helps you along
