Perl not always writing a file???

I have a perl script which writes a file (web page) on command. The file created has a refresh statement from every 5 seconds - 5 minutes depending on the author's selection. Several users (typ. 10 or so) browse this page and can watch the updates in near realtime. This script works well on my A
