P.S. After doing 'port uninstall -pf all' and 'port -pf clean all', I
reinstalled Apple X11 from the Tiger disk and then did 'port install
xfig'.

Cleaning and reinstalling was one of the first variations I tried.
No difference in behavior. I think it is must be a bug in the
install script for xfig?
