Verizon has both battery backups and generators at their cell sites. Verizon
was one of the only networks available during Katrina for example. AT&T uses

This is just a guess, but Google for protocol filtering in Mac OS 10. It's
possible that SFTP and FTP Protocols are being bandwidth throttled using
the Mac OS 10 firewall
Something similar could also be happening with the network interface.
