I'm not aware of any way of doing this manually. The iPhone will do this
automatically though if you use the Optimize feature while iCloud Photo Library
is enabled.

Some of that can depend on drive speed as the system is determining the number
of files and folders, and calculating size. If that's not the case, go into VO
Utility, and make sure that the mouse cursor ignores the VO cursor in the

used for documents. I suggest you get to your Desktop, then press cmd-shift-h
to open the Home directory. For each of the folders visible in that directory,
do a cmd-i to Get Info and note the size of each.

Yes, the size should decrease if that is the issue, or part of it. No, you
can't delete them manually, but you can turn this feature off. I wouldn't
recommend it though.
