Actually, in iOS 13, Apple has already given the wish. Almost all (I have not
yet checked all of them) gestures can be reassigned.
So, for the specific issue here:
Go to settings, accessibility, voiceover, commands, touch gestures, 3 finger
double tap and set it to screen curtain. Go to 3

Three Finger Double Tap is easier than a Three Finger Triple Tap. So a Three
Finger Double Tap for Screen Curtin and Three Finger Triple Tap for Speech. I
have my iPhone plugged in to charge.

I reported about the Safari and Voiceover issue with the Insertionpoint thing.
I got an answer where they told me that the were aware of the problem and
recommended me to change the verbosity from low to anything else.
I changed to medium and the problem was gone.
