Hello. I use the Greek language and I have no problem with macOS Mojave 10.14.5. Hold down control option command shift and select the Greek Voice. Go to VoiceOver settings and select default voice in Greek. Go to system settings and select the Greek language as default and restart your system. Note: If you want the Greek to be pronounced correctly, you need to switch the language from English to Greek at any one time. Unfortunately, this is a system problem that apple needs to know about it. If you do not like Greek as a system default, you can choose English as the default language and restart your computer and you will have a system that speaks correctly in Greek.
