Go into VO Utility, press cmd-8 to bring up the Commanders category, VO-right
to the Keyboard tab and press on it. VO-right some more and check, or tick for
you folks, the box to enable it. You'll see a menu for the modifier key which

Sorry, I know this has be covered on here before but I didn’t really follow it
as I got confused. But how does one use the keyboard commander? At the moment
I just do VO MM to find the time and battery status, but it would be nice to
just press a couple of keys to get the time and battery.

It appears that the long delay when using Keyboard Commander shortcuts to
announce the Time and other items such as Battery Status has been fixed. At
least for me it is working properly for the moment.
