VizWiz is already in the UK Stores, as well.  I haven't tried to search 
exhaustively, since I'd have to go through the process of resetting my iTunes 
store location to every country in order to check.  You should just try the 
link for the U.S. iTunes store. This is a free app:

The tutorial is helpful to read through first, since the app just opens with 
the camera.
