Yes, and they work well. The problem is that this expanded dictation feature
doesn't play nice with VoiceOver, and you will not have speech feedback while
you use dictation. In theory, you can hit the function key twice, wait for the
beep, then say "Open TextEdit" and start dictating your messag

In System Preferences/Accessibility, select Dictation then click the Dictation
Commands… button and check the Enable advanced commands checkbox. You’ll find a
long list of spoken commands you can use.
