A bit of background here; I have an old PC (Vista) I use for scanning
documents and printing out whatever. This PC is not connected into the network
router I’m using with my Mini Mac, iPhone and iPad because I don’t care to

was lost due to storms I would have a real PITA getting somebody over to
reconnect
I don't understand such aversion, but the simplest solution would be to
plug in a printer via usb to the mini. That's your most secure and
streamlined process considering your resistance to putting printers on the
network.
Network printing is out. Transfering files over the network is out.
Limiting your options. Perhaps an Ethernet connection between Mac
and PC?
