If the idea is to hear voices, coming in over a standard 8 khz gsm signal
wouldn't be as fun as using voip with a better quality codec.

GSM networks actually use a narrow band 3.1KHZ codec called AMR. The 8KHZ you
are referring to is commonly associated to the sampling rate of the G.711 ULaw
codec.
