Last night I let both my mac and iPhone charge. So I logged out of my
user account and all was fine and I left it for a few hours. But when I
came back to it, VoiceOver said, displaying 1 system dialogue, and I

I've had this problem as well. My way of solving it was to do a mouse click
with the trackpad so system focus could be moved to one of the controls in the
login window, then VoiceOver worked just fine. Hope this helps.

yes, either use VO-shift-space or the track pad to bring VO focus to the login
window.
