I don’t get this either.
I use the doc sommetimes but he can open his download folder when he’s at the
desktop by pressing cmd option l.

Hi Gary,
Have your friend try the following and see if it helps:
1. Go to the Dock using VO + D, and place focus on the icon for the Downloads
folder.
2. Use VO + SHIFT + M, to open a shortcut menu that will allow you to change
how the folder contents are viewed.
3. Use VO + Up/Down Arrows t
Can confirm. This is definitely an odd one. Will see if this is fixed in 11
public beta when it comes out.
