Hello Jenine, It's been a while since I deactivated Google Voice and/or Google Voice mail from either my iOS or Android devices but I am certain that the gear that is referred to in the Google Voice documentation is referring to the gear located near the upper right corner of the website as seen from a Desktop computer. You must click/activate the gear in order to reveal more options said options including the Settings area of Google Voice.
