Indeed; it’s the upgrades and botched / half-finished installs that are the
real problem, and indeed, they seem to have been particularly dreadful with
Mavericks and subsequently. I don’t believe this is especially VoiceOver
specific, either—just look at the reviews on the Mac App Store.

I had no idea that had an impact. I'll try a reinstall here as I did activate
voiceover during the installation and I do notice some weirdness here. But
that's an obscure bug that we should report if that is the case. They should
find some other way to let you know the installation is done or
It's kinda odd that you would have to enable Voiceover yourself during the
install. I don't know if I'm the lucky one here, but Voiceover automatically
turns itself on during that process.
