When Firevault is running, and the Mac is an older model (like mine, 2011),
command f5 must be used every time, and the prompts are only tones until the
mac boots up.

You should be able to turn Voiceover on prior to the password prompt
I have vo starting before the password prompt
I am pretty sure there is a utilitiy setting to enable vo to start prior to the
log in prompt, I can’t confirm where it is but I’m sure its there.

Yes.
You can press command+f5 at the login screen to start VoiceOver.
Additionally, once logged in, you can enable speech on this screen in the
future:
Press CTRL+option+m to bring up the menu bar.
Down arrow until you reach system preferences, and then press enter.
When system preferences opens,
Press command f5 a few seconds after the start-up chime. If the function keys
are set to the alternate commands, it will be necessary to press fn command f5.
This command activates VoiceOver.
