Go to cellular settings.
You can configure WiFi from there.

Hi, Lorie,
Unfortunately, Wifi calling is something that you have to have a cell plan to
do. I know, on Verizon, it’s just a matter of turning on the Wifi calling in
the cellular settings and typing in your emergency address. I live in the
middle of nowhere, so I have to use it all the time.
