Try VO- left and right arrowing around, until you hear html content,
and then interact? Sounds as if you're not on the HTML content area.

Hi Alex and Mark,
I can confirm this bug. I find myself interacting with the toolbar,
and must stop doing so to navigate newly loaded web pages. Strange, as
I've never had issues where my focus was automatically taken to a
specific item in other programs.

The work around is uninteract with the toolbar and navigate to the
HTML area. The toolbar is where you are getting such.
