There might be one other thing in play here. Some websites grab the arrow
keys for their own purposes. This will disable the shift-arrow
functionality. You can override this in VoiceOver Utility:Web
Check the Always allow keyboard commands to navigate websites

There are several ways of selecting text in Safari.
1) VO-Return to start selecting, then VO-Right Arrow through the text to be
selected, and VO-Return to end the selection.
