Now this might have nothing to do with it as I don’t use Safari on my Mac, I
find it much easier on the iPhone. But would clearing history and Cookies
make any difference?
I should try and learn Safari on the Mac but I really do find it confusing.

I don't notice this and I have an activity set while in Safari. Two things
that may be different though for me. I only have the activity set when on
Amazon, not for Safari in general, and I may have a bit more powerful machine.
I'm using a MacBook Pro with 16 GB of RAM.

I do, and I notice improvement if I remove the activity. Also notice that the
subsequent app will announce when no activity is being used. So that is one
factor.
Another thing I notice, is that if I let the Safari window and web site settle
down for a couple minutes, the switching is fa

I have noticed that Behavior also. I also have it when I first launch safari. I
Will get a Busy message sometimes when I am Typing a web address in also. As
you Stated though, it is only with safari.
