I just found a potential solution. The slider only goes up to a max of 350 wpm,
but the setting is stored in:
~/Library/Preferences/com.apple.speech.voice.prefs.plist
To see it, run from terminal:
defaults read com.apple.speech.voice.prefs VoiceRateDataArray

Last time this came up, in 2009, I found a hack by editing the voiceover
plist settings to go more than normal. Haven't tried it since but maybe
it still works:

You can speed up the speech rate by first pressing control option command left
arrow to switch to the rate setting then use the up and arrow keys with the
control option command keys held down to adjust the rate.
