When composing, forwarding, or replying to a message, if you go to the view
menu, you will see the following options:
Bcc Address Field, Command Option B

Regarding your second question, I saw this issue wants. What I did was brought
up
In standard view, when you create a new message, you will find a control called
customize header menu button. Click this and you can check any fields you
want to appear. This setting will persist, so if you check bcc you will always
see the bcc field until you go back and uncheck it.
